Section IV: Procedure
IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
Given the critical nature of the project and programme, and the interdependencies with a wider programme of works, it is essential that a service provider is appointed as soon as possible to progress with Stages 4-6 to meet the timescales. As Studio SJM Architects Ltd were previously appointed to provide design works up to RIBA Stage 3, appointing them for Stages 4-6 maintains continuity of design, expertise and technical knowledge of the project and stakeholders as well as the buildings and interdependencies, and allows the project to progress in line with the master programme.
