Abstract

Background

Hampshire County Council is undertaking some pre market engagement in August 2024 for the provision of a physical activity service to be delivered to residents across Hampshire.

The objectives of the proposed service are to:

a. To provide an evidence-based, physical activity intervention enabling inactive adults in Hampshire to become active for a period of 12 weeks or more

b. To contribute to reducing health inequalities in Hampshire by targeting the locations and groups of people with the greatest levels of inactivity.

c. To deliver a high quality service that is responsive to the requirements of the priority groups and maximises retention from enrolment to completion

d. To maximise sustained behaviour change at the end of the intervention period

The Council is looking to undertake market engagement with potential providers of this service. This is with the aim of:

• Gaining a better understanding of the market and gauging what level of interest might exist within the provider market for delivering this service

• Understanding the market capability and the feasibility of the proposed intervention in relation to locations, target populations and costs

• Obtain comments in relation to success measures and KPIs

• Gain a better understanding of the approach to insight and co-design that providers may wish to take

• Give providers an opportunity to share information that may be relevant to the final service specification

Market Engagement Event

The Council would like to invite potential providers to attend a Microsoft Teams event on Monday 2nd September 2024 at 1pm. The purpose of the event is to discuss the service, understand the market able to deliver the service and to support understanding of how to bid for the tender when the opportunity is live.

Potential providers of the service that wish to attend the event should register on The Councils e-tendering platform In-Tend Hampshire County Council Electronic Tendering Site - Home (in-tendhost.co.uk), it is free to register.

Once registered please go to the 'Tenders' button, 'Current' and search for the project reference 'AS24986' and follow the on screen instructions.

To attend the event please send the name and email address of the person from your organisation who will be attending the event via the 'Correspondence' button so they can be emailed the invitation to the event. This must be done by Thursday 29th August 5pm.

Market Engagement Documents

The Council have provided further details of the proposed service in a draft specification to help provide information about the proposed service as we would like potential providers to complete and submit a market engagement questionnaire.

Both the draft specification and the market engagement questionnaire can be accessed from the 'synopsis' button once you have accessed the project via In-Tend.

Please return you questionnaire via the 'correspondence' button by Thursday 29th August 5pm.

Please note: Completion of the market engagement questionnaire is not intended to confer any advantage to those providers who respond should there subsequently be any future tender exercise relating to the proposed service. The distribution of the market engagement questionnaire also does not guarantee any future tender competition. Respondents are requested to read and compete the Declaration on the final page of the Market Engagement Questionnaire document.
