Short description of the contract or purchase(s)
Moyle Interconnector Limited, a subsidiary of Mutual Energy Limited, owns and operates the Moyle Interconnector, a HVDC link between the electricity transmission systems in Northern Ireland and Scotland. The current Long Term Maintenance Agreement is due to expire in November 2016 and Moyle Interconnector Limited wish to appoint a maintenance contractor who will ensure that the interconnector Converter Stations and associated equipment will continue to meet high availability performance targets on a cost effective basis.
Moyle Interconnector Limited do not currently believe that the service can be performed to the very high levels of performance outlined in the tender documentation by a party without access to the specialist HVDC expertise and protections that resides with Siemens Erlangen. However, Moyle Interconnector Limited are committed to open competition and transparency as indicated in Section 1 of the Project Information Memorandum and therefore are commencing an open and transparent process to test the market.
The Provider will respond to and repair faults associated with the interconnector control systems and HV AC and DC plant, equipment and protection systems. The Provider will be required to possess and maintain safety authorisations for to carry out switching and work in accordance with the Northern Ireland Electricity safety rules. An important element of the service will be response to faults involving the interconnector control systems and the maintenance and development of same.

Total quantity or scope
The converter stations are located at Ballycronan More in Islandmagee, County Antrim and Auchencrosh in South Ayrshire, Scotland. The current intention is to award a contract for an initial term of 5 years, but with the option to extend the contract by further periods of 5 years up to a date which is coterminous with the life of the control system. All such extensions will be at the sole discretion of Moyle Interconnector Limited.

Economic and financial capacity
Bidders' turnover must have exceeded GBP 50 000 000 (or equivalent sum in a foreign currency) in each of the last 3 financial years. Where the Bidder is a joint venture or consortium, the collective annual turnover of the Bidder must have exceeded GBP 50 000 000 (or equivalent sum in a foreign currency) in each of the last 3 financial years and the annual turnover of each member of the consortium or joint venture must have exceeded £10,000,000 (or equivalent sum in a foreign currency) in each of the last 3 financial years.
The Bidder must demonstrate that it has in place or has the ability to take out and maintain the following insurance:
Employer's Liability Insurance — GBP 10 000 000 each and every claim.
Public Liability Insurance — GBP 10 000 000 each and every claim.
Professional Indemnity Insurance — GBP 2 000 000 each and every claim.

Technical capacity
Moyle Interconnector Limited do not currently believe that the service can be performed to the very high levels of performance outlined in the tender documentation by a party without access to the specialist HVDC expertise and protections that resides with Siemens Erlangen.
It is therefore essential that Bidders provide evidence of their experience in the last 5 years of providing 24 hour specialist support to HVDC control systems of a similar type to the Moyle Interconnector as detailed in the tender documentation including maintenance, operation, diagnostics, corrective maintenance, modification, commissioning and upgrade. Such experience must include specialism and competence to a level equivalent to the Siemens HVDC engineers based in Erlangen. To the extent that such specialist support is to be delivered in conjunction with a third party, Bidders must demonstrate how they will be able to rely on that third party in delivery of this contract.

Additional Information
The costs of responding to this notice and participation in the process will be borne by each bidder. All discussions and correspondence will be deemed strictly subject to contract until a formal contract is entered into. The formal contract shall not be binding until it has been signed and dated by the duly authorised representatives of both parties.
Variants will only be accepted when agreed in advance with Moyle Interconnector Limited.
