The contract is to work in partnership with the infrastructure and projects authority to design a Major Projects Leadership Academy and other workshops, and to subsequently deliver them to senior officials in order to improve the quality of major project leadership in Government.
The contract provided for delivery of the services in two phases during the initial 48-month term:
Phase 1: involves the contractor working collaboratively with the contracting authority to develop and refine the Academy offer in respect of its content, structure and teaching/learning approach, including running a first module for project leaders and developing and delivering a workshop for permanent secretaries and directors general.
Phase 2: the roll out of the delivery of the full Academy offer (developed through Phase 1) and additional workshops to be designed and delivered for senior officials.
The contract provided for an option to extend the term for an additional 36 months for provision of the Extended Phase 2 services.

VII.1.4) Description of the procurement
The contract provides for the design and delivery of the Major Project Leadership Academy and other workshops for senior officials to improve the quality of major project leadership in Government. The contract has so far covered:
• Phase 1 (develop and refine the Academy offer in respect of its content, structure and teaching/learning approach, including delivering the first module and designing and running a workshop for Permanent Secretaries and Directors General);
• Phase 2 (delivery of the full Academy offer developed in Phase 1);
• Extended Phase 2 services (which continued the delivery of the full Academy offer and the development and delivery of further workshops for senior officials); and
• Additional Phase 2 services. (These services were provided pursuant to a modification of the contract (as referred to in [Section VII.2.1]).
The modification will extend the contract for the provision of the MPLA which includes delivery of 4 Academy cohorts and 5 additional major project delivery leadership workshops and support activities for the development of senior level civil service capability. The contract will be extended for up to 18 months from 25 January 2021. Over the course of the contract in its entirety (taking into account the proposed modification), the provider will have launched 31 cohorts of MPLA with each cohort taking place over an 18-month period.

VII.2) Information about modifications
VII.2.1) Description of the modifications
This contract is being modified in accordance with Regulations 72(1)(c) and 72(1)(b) of the Public Contracts Regulations 2015.
The modification will extend the contract for the provision of the MPLA which includes delivery of 4 Academy cohorts and 5 additional major project delivery leadership workshops and support activities for the development of senior level civil service capability. The contract will be extended for up to 18 months from 25 January 2021.
The contract was extended beyond the term originally provided for in the procurement documents and the original contract in January 2019 for a period of 2 years. The services provided (the Additional services referred to in Section VII.1.4) were 5 MPLA cohorts and additional major project delivery leadership workshops and support activities for the development of senior level civil service capability. VII.2.2) Reasons for modification
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee
Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
In March 2020 WHO declared Covid-19 a global pandemic. The need for this contract modification has been brought about by the impact of Covid-19 on the current MPLA delivery and tender process for the new contract which could not have been foreseen by the contracting authority. The MPLA is primarily delivered as a face to face 18 month programme, national restrictions have led to a backlog of teaching commitments and services. The impact of Covid-19 on IPA resource, and other critical government stakeholders, have resulted in delays to the procurement process for the new contract which the contracting authority had intended to commence in 2020. Additionally the complexity and bespoke nature of MPLA means it is not possible for a change of contractor before the planned procurement due to substantial duplication of costs and the investment in time required (under Regulation 72(1)(b)).
