Reasons for not dividing into Lots:

1) There will be a Borough wide Single Service Model incorporating ten (10) Providers, which will have been determined through the evaluation process;

2) It is expected that providers will accept referrals and deliver Reablement services borough-wide, and therefore by dividing into lots this could restrict services being provided across the Borough and may lead to a restriction of competition;

3) Dividing into lots could risk making the contract excessively technically difficult and/ or expensive to manage;

4) The nature of the Service Model spreads the risk across ten (10) Providers, promotes social value by having a diverse supply base where there will be a range of predominantly local suppliers, and supports the maintenance of a healthy market;
