II.2.4) Description of the procurement
Training courses / learning platforms /materials to enable the provision of the following resuscitation training to relevant staff members of a Health and Social Care Trust:
• Advanced life support training for Adults (approx. 200 candidates per year)
• Advanced life support training for Paediatrics (approx. 50 candidates per year)
• Advanced life support training Neonatal (approx. 50 candidates per year)
• Immediate life support for Adults (approx. 800 candidates per year)
• Immediate life support for Paediatrics (approx. 140 candidates per year)
• Instructor courses (approx. 5 year)
Training courses must be:
• In complicance with NICE Guidelines / Quality Standards recommendations for resuscitation training and practice
• Updated on a regular basis to ensure the latest evidenced based guidelines
• Targeted towards the most important aspects of resuscitation care and practice
• Nationally recognised / of an equivalent standard to training provided across all healthcare organisations enabling healthcare staff move between hospitals / Trusts as part of their professional training.
• Assessed on completion to establish candidate's level of competency

The procurement falls outside the scope of application of the Directive

The provider is a sole supplier with exclusive rights to the accredited model of training required / requested.
Northern Health and Social Care Trust wish to rely on Regulation 32 (2) (b) (iii):
(2) The negotiated procedure without prior publication may be used for public works contracts, public supply contracts and public service contracts in any of the following cases:-
• (iii) the protection of exclusive rights, including intellectual property rights,
as the supplier has exclusive rights to this product.
