II.2.4) Description of the procurement
The Liverpool City Region Race Equality Hub is undertaking an ambitious and innovative approach to tackle race inequality within the Liverpool City Region (LCR). Liverpool City Region Combined Authority (LCRCA) has set aside £2.3 million to fund the Hub which will operate as a “one stop shop” striving for the economic advancement of Black, Asian and Minority Ethnic communities, in the context of racial justice, by focusing on business, employment, and skills development across LCR. This investment represents the biggest commitment to address racial inequality in the City Region to date.
Building upon the City Region’s reputation for social justice and equality, the Hub’s primary purpose is to tackle systemic injustice and inequality and drive forward positive and sustainable change for our Black, Asian, and Minority Ethnic employees and residents and to work in partnership with public, private and 3rd sector employers, to encourage and support them to do the same.
One of the key areas of delivery for the Hub will be targeted support to develop Black, Asian and Minority Ethnic leaders in recognition of the significant under-representation of minority ethnic groups in leadership roles across public, private and 3rd sector strategic, operational and governance positions. Additionally, the Hub intends to develop a leadership programme that recognises leaders at all levels across organisational structures, outside of mainstream leadership roles, including junior positions, voluntary positions, and leaders active within communities.
We want to invite you to a conversation, to inform and help us to develop our thinking of how we might achieve the intended outcomes.
We want to hear from:
1. People/Organisations who have delivered leadership programmes.
2. People who have attended leadership programmes and their experiences.
3. People/Organisations interested in delivering a leadership programme bespoke to Race Equity.
4. Those interested in participating in a leadership programme.
We are trying to understand:
1. Market – What provision already exists and the costs of these programmes.
2. Success factors - Engagement from Black, Asian and Minority Ethnic communities and their experiences. How is success measured after a course?
3. Is LCRCA Race Equality Hub’s thinking aligned with the need in the region and is it achievable?
This session will help us to optimise our specification before formally issuing the tender opportunity.
