II.2.4) Description of the procurement
The Home Office are looking to engage with potential suppliers ahead of a potential procurement for a National ANPR Application and Associated Services.
Automatic Number Plate Recognition (ANPR) is a critical law enforcement capability used to detect, deter, and disrupt criminality at a local, regional, and national level, including Organised Crime Groups, people traffickers, serious sexual offenders, and terrorists. ANPR is also used to protect vulnerable people from harm.
ANPR enables police forces throughout England, Wales, Scotland and Northern Ireland and other approved Law Enforcement Agencies (LEAs) to identify those who are using the roads for criminal purposes, whilst protecting the privacy, the rights and the safety of those who use our roads legitimately.
The current national ANPR service is a live time alarming system with a query, search, report production and data preservation capability as well as national store of data. It brings together a stream of live ANPR camera data more than 80 million reads a day from England, Wales and Scotland Police forces. This data set is comprised of Vehicle Registration Numbers and associated number plate and vehicle overview images.
The potential application supplier will be required to provide the following:
• National ANPR Application and Service, consisting of operational components including (but not limited to):
• Live time alerting and control room alert deployment functionality
• Search Capability
• Report Production and Export
• Data Preservation
• Audit Capability
• Links to external systems and implementation
• Support and System integration services (exact scope to be confirmed)
This early market engagement event on the 17th January 2pm-4pm will provide potential suppliers with further information about the National ANPR Service, the application procurement, and will give potential suppliers a chance to provide feedback on the proposals and approach, as well as providing an opportunity for Q&A.
After the event, interested suppliers will also have the opportunity to book on to 121 sessions with the Home Office to demonstrate relevant potential solutions and discuss these and the potential procurement in more detail. These sessions will take place WC 10th February 2025 and will be approximately 1 hr in length.
This event is a relevant for tech suppliers with suitable ANPR application products and services to meet the challenge of a high volume, high demand national capability.
