The purpose of this RFI is to request information regarding your company, products and services and experience delivering the requirement.
Heathrow have have created this RFI to ask suppliers for advice and input on the best way of procuring and delivering Professional Services. We are addressing the category holistically, combining all services and requesting that suppliers use their experience and knowledge to help shape what the future delivery model will be. The replies and solutions provided by suppliers will feed into the Professional Services Category Strategy. We are asking you for insight into current market trends, developments in best practice, new ways of delivering services, innovation and improvements. We are interested in understanding more around what services your organisation currently provides to Heathrow, if any, and what you are capable of providing. By understanding this, we can better understand the market and how the category can be shaped for the future.
We are open to different solutions and are interested in ways in which you have already carried out similar projects. Solutions need to be aimed at consolidating services by identifying synergies within the services in scope, rationale behind these synergies and the benefits these will create.
The long term strategy is to reshape the current delivery model utilising responses from suppliers to re-tender a new contract for the provision of Professional Services. This RFI gives suppliers chance to help shape what the future of the service will look like. We also request examples of market best practice for Performance Management Systems to assist us in creating constructive methods of managing suppliers on re-let of a new contract

This document constitutes a voluntary contract notice and accordingly the procurement is not subject to Directive 2004/17/EC or the Utilities Contracts Regulations 2006 (as amended). As such, the Contracting Entity does not consider itself bound by those Regulations in any way. Any references to the EC Directive 2004/17/EC or the Utilities Contracts Regulations 2006 (as amended) in the contract notice, Tender Documents or any other tender documents should be read with this in mind. While the Contracting Entity is basing this tender process on the negotiated procedure provided for in the Regulations, it does not consider itself bound by the provisions regarding that procedure and reserves the right to depart from that procedure as provided for in the Regulations at any time.

Lodging of appeals
A standstill period will be incorporated at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Utilities Contracts Regulations (SI 2006 No 6) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court.
