The Contracting Authority initiated a procurement project to identify an Economic Operator(s) to contract with for the provision of a Biometric Matching Engine Software (Face) and associated services as part of the Home Office Biometrics (HOB) programme.

This includes:

1) Matcher Engine Software (MES) – a combination of biometric algorithm software and associated components that will provide the specialised capability to biometrically match a facial image to a set of encoded facial images and;

2) Associated Services – May include but not limited to any/all of the following; design and development, biometric accuracy testing, collaboration, service/capability integration and system testing, transition, data migration, early life support, In life level 4 support, and professional services.

The Contracting Authority incorporated a stand still period at the point information on the award of the contract was communicated to the tenderers. That notification provided full information on the award decision. The standstill period, which lasted a minimum of ten (10) calendar days, provided time for unsuccessful tenderers to challenge the award decision before the contract was entered into.
