IV.1) Description

IV.1.1) Type of procedure

Justification for selected award procedure:

The procurement falls outside the scope of application of the Directive

Explanation:

King’s Business School wishes to contract Trading Training Company (TTC) on a pilot basis aiming at an integrated solution to the need for:

(i) trading training;

(ii) econometric software training;

(iii) dissertation-related teaching and training;

(iv) dissertation supervision;

(v) trading lab management;

(vi) research student support.

All these are linked and ideally need to be jointly provided. TTC does exactly that. I am not aware of any other provider who could do such a complex set of tasks in an integrated way let alone have the unique understanding of the needs of our cohorts and the expertise and background of the group teaching staff.

Student support services and dissertation support (MSc and PhD).

— expertise and knowledge in all 10 core dissertation topics including statistics, advanced regression models and technical programming support (Eviews/Excel/Matlab/Python/R). Provide weekly summer MSc dissertation in person student support. Additional service provided outside compulsory supervisory dissertation meetings,

— in person trading lab data/platform student questions for full academic year,

— MSc/PhD research student support with office hours for Python,

— provide expert assistance on financial data extraction and all platform functionality including Bloomberg/Eikon/DataStream/WIND/Macrobond,

— provide expert student support for DCF valuations, portfolio construction/optimisation/financial spreadsheet modelling, asset valuation, research, data analysis in excel.

King’s Business School has tested the marked through recruitment in both February 2017 and May 2017, on a secondment basis from June 2017 to May 2018 and then the market was re-tested by going via a temporary staff agency in June 2018 and have been unsuccessful in making a permanent appointment on any occasion. Managing a trading room is a specialist resource which is hard to recruit to as staff often do not have the correct combination of required skills in both trading knowledge and computer software knowledge. The company we have approached has proven experience in the sector and within King’s College. This is an interim pilot solution to provide dissertation support and preparations for the start of term; this pilot has been successful and we wish to extend this to an ongoing arrangement until 30.9.2020.
