Abstract

Medway Council's aim is to prevent young people who are on the ‘edge of care’ from entering the care system.

Young people on the ‘edge of care’ are, for the purpose of the project, defined as those young people aged 11 years and over for whom entry into care is being considered by the local authority, either on a voluntary basis or through legal proceedings.

The proposal is to procure a 12-month Edge of Care service provision, consisting of a multi-disciplinary team to provide targeted intervention for children and young people aged 11-16. The aim is to prevent 40 children and young people from entering care and/or to return those children for whom it is appropriate, back to the care of their families.

The project will promote positive outcomes for young people and their families and leave a legacy of long-term sustainable change, and transfer of skills to the council’s adolescent service as it forms and builds capacity and capability.

The procurement falls outside the scope of application of the Directive

Explanation:

The total contract value is under the light touch regime threshold and therefore falls outside the scope of application of the directive, this notice serves to outline the Council's intention to directly award an ‘edge of care’ service as detailed within II.2.4.) to the economic operator outlined within V.2.) of this notice.

This is made on the basis that there is no other economic operator who can evidence the ability to successfully deliver the service within the timescales required.
