Abstract
Full architectural and project management services on a large three storey building in Holyhead Town Centre. The building was home to HSBC bank previously and is now empty. The building is to be reconfigured into a mix of commercial uses which involves demolition of some existing extensions at the rear and then the creation of a new extension to house a micro brewery (which is one of the uses proposed for the building). There will be a major refit of the existing structure which will include maintaining some key architectural features internally.

Total quantity or scope of tender
The contract will include taking the project through RIBA stages 3-7. There is no planning permission currently in place for the proposed works but a pre-application was made in the Summer of 2022 to the local planning authority. No major hurdles were foreseen from the planning officer's perspective. This project will form a major element of a new town centre regeneration programme focused on Holyhead. The former HSBC is a substantial building in a key location and will be the flagship element of the regeneration proposals. It lies within a Planning Conservation Area but the building itself is not listed.

BREEAM
Question: With reference to the 4 projects currently on Sell2Wales, could you confirm if BREEAM is a requirement? It’s currently stipulated as a requirement but will cost a substantial amount of money to achieve, and could add considerably to the overall project delivery date.
Response: BREEAM is not a requirement.

Questions and answers
1. Please can you define the scope of services for the project manager? To oversee the contract administration from start to finish. (On site meeting , Valuations etc) 2. Please can you clarify the requirements regarding BREEAM? Will the proposals be assessed and certified by BREEAM or is this an aspiration to make the building as sustainable as practically possible? The BREEAM was an aspiration, and we will want the building to be as sustainable as possible as to what the construction budget will allow. 3. Please can you share a copy of the RIBA Workstage 02 designs proposals so that we can better understand the layout of the existing building and the current proposals. This will help us better understand the scale of the proposals and work involved. See attached. 4. Please can you confirm the specification of the measured survey prepared to date. See Attached 5. Please can you confirm if any structural reports have been prepared to date? No 6. Has a fire consultant been appointed to develop the RIBA Workstage 02 proposals? No 7. Please can you confirm the construction cost budget. £1.8m excluding Vat + Contingency 5%, Inflation 12% 8. Given the nature and scale of the project, we believe that the proposals can be developed using 2d drawings instead of a 3d BIM model and provide savings to the design team fees. Please can you confirm if the tender submission can be made on this basis or confirm why a 3d model is necessary for this project. We require a 3d model.
