As current levels of temporary accommodation will not meet existing and projected demand
for families that are facing homelessness in the city, immediate and additional provision must
be put in place. Therefore, an offer has been put together with the hotel
to secure exclusive use of all rooms in the Copthorne for the next 6 months.

Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation
Due to the significant known and potential increase in demand, and nationally recognised shortage of suitable accommodation, this contract award is relying on:
PCR 2015 Regulation 32(2(b)) Where the works, supplies or services can be supplied only by a particular economic operator, (ii) competition is absent for technical reasons.
PCR 2015 Regulation 32 32(2(c)) - insofar as is strictly necessary where, for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with.
