Abstract

The client requires an up to 6 month contract to explore, develop and test communications, using Behavioural Insight techniques to inform the communications that will be issued by pilot authorities to electors. The contract will explore attitudes and understanding of electors relating to the change to the registration system. The contract will consider that electors will fall into a number of groups including those that will already be registered, those who may be entitled to be anonymously registered and those who may wish to opt-out. The contractor will use the findings from the exploration stage to develop and test potential communications including a notice of registration letter that needs to convey a great deal of complex information in a simple, clear and understandable way to enable the recipient to make well-informed choices. The communications must provide important information to electors which can meet the objective of the pilot which is to encourage public understanding of and support for the changes. The successful bidder will produce of a body of knowledge, codified in a final report and presentation to inform interventions to be used by local authorities taking part in the pilot programme. This tender was taken through the Welsh Government's Technical Policy L&D DPS using Category 5 – Evidence & Data Analysis.
