Abstract

Monmouthshire County Council is seeking to commission an experienced organisation to provide semi-independent supported lodging support to Young People with complex support needs within Monmouthshire. The service will support a maximum of five (5) young people at any one time, who will be aged sixteen (16) to twenty-four (24) and who have varying support needs, some of which will be complex. The Council aims for each young person to step down to other suitable accommodation by the age of eighteen (18) when safe and appropriate to do so. The service will aim to help offer a stable, consistent environment, so that the young people can be encouraged to build their independent skills. This will enable them to reflect and make appropriate choices for their future, enabling them to live independently and successfully within the community. The support offering will be person centred, outcome focused, trauma informed and will aim to build the young people’s skills to support successful transitions into independent living. This will be provided via a dedicated supported accommodation pathway with wrap-around trauma informed support. Support will be designed and delivered to support the young people to build resilience, promote independence, develop or sustain their capacity to live in their own accommodation and achieve increasing levels of independence. The aim is not to just provide a young person with a home but to ensure they have a healthy transition into adulthood. This will be underpinned by a suitably trained and competent staff team who will deliver trauma informed support which will include structured diversionary and engagement activities. II.2.4) Description of the procurement

Monmouthshire County Council is seeking to commission an experienced organisation to provide semi-independent supported lodging support to Young People with complex support needs within Monmouthshire.

Potential young people considered for the service will have a range of support needs, some of which will be complex support needs and require additional / enhanced housing related support because of:

Young people 16+ transitioning out of residential and / or foster care placements;

Transitioning out of care as a pathway to independent living; or

Where current models of accommodation / support are deemed unsuitable due to their risk factors or level of support required.

The needs profile of young people will feature multiple needs including but not limited to:

Trauma / Adverse Childhood Experiences (ACEs);

Attachment difficulties;

Linguistic barriers;

Specific cultural or religious requirements;

A limited support network outside of professional support and/or targeted 3rd sector community support;

Risk taking behaviours associated with absconding;

Vulnerable to exploitation with features of unsafe relationships, exploitation, and financial vulnerability;

Additional complex needs including poor physical or mental health, or substance misuse etc.

The Service Provider understands young people may be looked after by the Council or maybe care leavers.

The service will aim to help offer a stable, consistent environment, so that the young people can be encouraged to build their independent skills. This will enable them to reflect and make appropriate choices for their future, enabling them to live independently and successfully within the community.
