Additional information

The Council is seeking informal expressions of interest from suitably qualified and capable organisations with the intention of appointing a Development Partner under a UK wide Framework Agreement to assist with the development of new and the redevelopment of existing Leisure facilities and services. The developer will have a successful track record of delivering Sports Health and Well Being within the Public Sector.

Organisations wishing to express an interest in this opportunity should do so by emailing their expression of interest to the person identified in Section 1 of this notice. As part of the expression of interest organisations are asked to submit brief details, including a suitable case study, of the experience they have in all of the following areas:

Undertaking feasibility studies for Leisure Facilities and Services

Marketing and brand development for Leisure Facilities and Services

Sports/Leisure facility design

Construction of Leisure Facilities

Operation of Leisure Facilities (Optional)

Provision of private funding for Leisure Facilities and Services

Income share(Optional)

Please note that the headings above with (Optional) are non core services however expressions of interest should include details if bidders have this experience.

The case study should highlight experience in all of the above areas and should identify a Public Sector Leisure Centre project undertaken. We ask that this submission is kept brief to a maximum of 5 A4 pages.

The closing date for expressions of interest is on Wednesday 27.01.2016 (16:00).

Following the receipt and evaluation of any expressions of interest the Authority reserves the right to seek clarification from the organisations who have expressed an interest in this opportunity to explore the various options available as a solution to the requirement. Please note that the Market Sounding will not form part of any tender process, they are to clarify the informal expressions of interest received by the Authority and to establish the market capacity and capability.

The next stage of the process would be to issue a formal contract notice in OJEU.

It is anticipated that a formal contract notice will be issued in March/April 2016. It is intended that the process will be run in accordance with the EU Procurement procedures.

The framework agreement will also be made available to ALL UK public sector organisations as identified in the links below. This shall also include any Leisure Trusts and/or Mutual arms length limited companies that are associated with any Local Authority.

The expected duration of any framework agreement will be 4 years with the option to extend for 1 further year.

The potential value of the framework will be 750,000,000 GBP over the lifetime of the agreement and the maximum value of any project awarded under the framework is expected to be 20,000,000 GBP. These figures are exclusive of VAT.

Interested providers should note that as this is likely to result in the establishment of a framework agreement there is no guarantee of any work arising from a subsequent agreement.
