Abstract

Invest NI required an experienced contractor/s for the design, delivery and management of the Leadership Team Programme, an accelerated business development programme for senior teams within small and medium sized enterprises in Northern Ireland. Lot 1 — Educational Content delivered for up to 9 SME client companies of Invest NI per year, over the 4 years of the contract. The additional works required have become necessary to meet unforeseen demand for places on the programme from local companies that were not identified in the initial procurement. This demand has been generated as a result of both global and local government research linking leadership/entrepreneurship to greater productivity, causing organisations to view the programme as a key enabler of business growth. Demand has increased from 9 companies wanting to partake in Year 1 to 18 in year 3. The intake was increased each year, but was not sufficient to meet the demand.

VII.2) Information about modifications

VII.2.1) Description of the modifications

This modification is requested to allow for an increased number of companies, over and above what was originally anticipated to attend the Programme. The cost of the modification will be based on the contracted rates.

VII.2.2) Reasons for modification

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

The Contract is being modified in accordance with regulation 72.1.c. on the basis of the following; i. unforeseen demand for places on the programme that were not identified in the initial procurement. ii. increased number of companies, over and above what was originally anticipated to attend the Programme. The cost of the modification will be based on the contracted rates and therefore does not alter the overall nature of the contract. iii. 200 000 GBP increase is less than 40 per cent of the value of original contract.
