Evaluation of the GO Wales: Achieve through Work Experience programme (April 2016 to March 2019) Tender reference: T08HE/2016/17 The Higher Education Funding Council for Wales (HEFCW) wishes to let a contract for the evaluation of the GO Wales: Achieve through Work Experience programme. GO Wales: Achieve through Work Experience is the name given to two European Social Fund (ESF)operations for which HEFCW is the lead beneficiary and project manager. The operations are part funded by ESF under the 2014 to 2020 round of structural funding. There is an operation in West Wales and the Valleys and a replica operation in East Wales, both funded under the Youth Attainment Priority (Priority Axis 3) Specific Objective 2. The Programme is intended to contribute to a reduction in the number of young, higher education students in Wales at risk of not being in education, employment or training (NEET) when they complete their higher education course. For more information about GO Wales: Achieve through Work Experience go to www.gowales.co.uk We are interested in receiving tender submissions from organisations with: • experience or knowledge of evaluating ESF funded projects or operations • experience or knowledge of evaluating or projects or operations similar in nature to GO Wales : Achieve through Work Experience • experience or understanding of project / programme evaluation generally The aim of the contract is to carry out two linked evaluations of the Achieve through Work Experience operations. The two evaluations will be an initial evaluation focused mainly on process and improvements, and a second evaluation focused mainly on outcomes. The evaluations will cover both the West Wales and the Valleys and the East Wales operations. We anticipate that the contract for this work will be awarded during April 2017 and will run until March 2019. We expect the initial evaluation to be concentrated around the period April to September 2017 and the second evaluation to be concentrated around the period March 2018 to March 2019. Award of this contract will be subject to a satisfactory financial evaluation. The Higher Education Funding Council for Wales (HEFCW) wishes to let a contract for the evaluation of the GO Wales: Achieve through Work Experience programme.

GO Wales: Achieve through Work Experience is the name given to two European Social Fund (ESF)operations for which HEFCW is the lead beneficiary and project manager.
