Lancashire County Council (the Authority) procure local and school bus services in Lancashire. The Authority is inviting economic operators to participate in a Dynamic Purchasing System (DPS) for the future provision of these services.

II.2.4) Description of the procurement
Lancashire County Council procure local and school bus services in Lancashire. The transport services are arranged and funded by Lancashire County Council.
In addition the services include local bus services across the county and into adjoining local authority areas that are complimentary to bus services provided on a commercial basis and the provision of home to school journeys within Lancashire and surrounding areas.
It is the Authority's intention to operate a Dynamic Purchasing System (DPS) for the future provision of these services.
The DPS will be split into 2 categories:
— category 1: Local bus services, and
— category 2: School bus services.
To be appointed onto the DPS suppliers must hold specific operator licences for PSV transport services and meet minimum quality standards covering a range of areas including insurance, vehicles, contract standards, driver training and appropriate clearance and customer care.
Services are developed by the Public and Integrated Transport Team and are let as individual contracts. These are tendered by way of a mini-competition between the appointed suppliers.

This system will also be used to publish mini-competitions for contracts let from the DPS.
Use of this system does not require high specification IT equipment or connections, nor high level personal IT skills/capabilities. Access to the system/software and advice is free of charge.
Registration is necessary in order to submit requests to participate in the DPS and if successfully appointed to the DPS, submit tenders for contracts let from the DPS.

This is a competitive procurement in accordance with Lancashire County Council's contract standing orders. The Council will operate a standstill period of not less than 10 calendar days between notifying bidders of its intention to award the framework agreement and the award of the agreement. This notification to bidders will provide information on the award decision.
