Description of the goods or services required

The Royal Commission, acting on behalf of the People’s Collection Wales partnership, is seeking a suitably qualified and experienced supplier to create the following tools to support its ongoing mission:

• An editorial plan

• A curatorial policy and guidance documentation

• A data cleansing policy and guidance documentation

To create these new policies, and a plan for their implementation, we would expect the successful supplier to work with PCW staff to consider the following elements:

• Current Welsh Government policies and priorities, for example the new Curriculum for Wales.

• How others in the museum, archive, library and heritage sector develop similar collection and curation policies (PCW has existing contacts with leads within these sectors and can help organise their involvement in this consultation).

• Current audience and stakeholder needs and expectations.

• Explore opportunities for audience growth through content curation.

And then deliver the following outputs:

• An editorial plan - which will help PCW to clearly define our biggest priorities, and tackle them first, timetable activities and deliverables, and assure programme management and stakeholders that top priorities are recognized and planned for.

• A curatorial policy and guidance documentation - which will help PCW with the long-term management and preservation of digital assets and information and provide guidance on maintaining, preserving and adding value to this data throughout its lifecycle.

• A data cleansing policy and guidance documentation - to ensure that the data we preserve for, and present to, our users is as useful and engaging as possible.
