Award of a contract without prior publication of a call for competition

Justification for selected award procedure:

The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons

Explanation

The cyclotron has been manufactured, installed and maintained for a number of years by GE Healthcare. Given the highly specialist nature of the equipment and risks associated with it, only GE Healthcare personnel have the knowledge and competence to make any adjustment, maintenance or repairs. Effective maintenance of the cyclotron requires a supplier with access to the associated software, replacement parts and consumable items that are produced/provided by GE Healthcare. In addition, from time to time components become End-Of-Life and can no longer be maintained, and GE Healthcare are continually developing replacement components, along with their integration. For the reasons above, technically it is not possible for any supplier other than GE Healthcare to safely and reliably maintain the cyclotron.
