III.1.2) Economic and financial standing
List and brief description of selection criteria:
The bidder is required to confirm that (to the best of their knowledge) there are no material post balance sheet events or other business issues arising since the date of the last audited financial statements that materially impact the economic and financial standing of the economic operator.
Where the operator is not able to make such a confirmation, full details of the relevant events shall be provided along with an explanation of the expected impact on the bidders economic and financial standing.
Minimum level(s) of standards required:
The bidder is required to provide a copy of the last 3 audited financial statements as evidence of their compliance to meet their statutory obligations.
The bidder is required to confirm that they have the required insurance levels for this job:

III.2) Conditions related to the contract
III.2.2) Contract performance conditions
The Contract will be for a minimum 3-year period, with an option to extend it annually thereafter up to a maximum period of 5 years.
Year 1 of the contract will be for a 16-week duration during gull nesting/mating season and shall commence on 25 March and will run until 12 July 2024. Each subsequent year will also run for a 16-week duration.
The appointed Licensed Contractor will be expected to be pro-active in gull control activities for the Housing areas identified in Elgin, Forres, Lossiemouth and Buckie (Lot 1) as well as provide measures to all 39Nr. commercial properties listed (Lot 2) within Moray.
Under the licence requirements, Moray Council will provide blanket confirmation on approval to remove all nests located on Council owned houses, without the need for agreement by the tenants.
