Short description of the contract or purchase(s)
Overview
MV Caledonian Isles and MV Isle of Lewis are fitted with ships lifeboats and two MES systems incorporating 20 rafts in cradles fitted port and stbd on each ship. Both have passenger certification capacities for around 1000 passengers and crew.
These systems are around 20 years old now and we require these to be replaced. CMAL would like to look at the possibility of removing the lifeboats and incorporating all LSA evacuation with the MES systems supplemented by rafts of at least 100 person capacities. As there are a number of studies into the effectiveness of MES systems at present and with these likely to report during the tender exercise CMAL would like to receive tenders for total MES evacuation and MES evacuation supplemented by the already fitted lifeboats. It is intended to carry out MES change-out on Isle of Lewis this year with an option to change-out on Caledonian Isles next year.
Scope of Supply
An approved MES twin slide system fitted both port and stbd incorporating rafts (100 capacity min) and cradles to match PC numbers for ALL MES evacuation and including the already fitted lifeboat evacuation.
Mode 1: 966 passengers and 34 crew evacuated on MES system alone.
Mode 2: 666 passengers and 34 crew evacuated in MES with 300 away on lifeboats.
A technical specification is required for the chosen shipyard to follow to ensure correct installation prior to supplier commissioning. The MES units are required to fit in existing openings and as such a design document will be required to presented with the tender submission. This commissioning should include one deployment incorporating removal servicing re-packing and re-fitting on the ship. Please include any exclusion to supply to also ensure no delay. Commissioning should include training for at least 40 persons prior to deployment.
— If MV Isle of Lewis is chosen as 2015/16 MES change-out then MV Caledonian isles will be completed in 2016/17. Please cost for same scope of supply as above.
— Please include as an option a fixed price service contract for each ship set for 8 years including two deployments. This service should include all service work excluding only accidental damage, vandalism of system and crane-age at shipyards for removal and re-fitting. Transportation to and from shipyards in Mersey, Clyde and Aberdeen should be included.
— Please also include a suppliers cost as to how he would ensure a 5 day turnaround of both units at ships docking period. This may involve holding a ‘spare’ system at either suppliers or owners cost. Please define at time of tendering.
— Supply a comprehensive training programme including costs relating to carrying out shore side training of the chosen system in future years to ensure Manila agreement training requirements are met.

(1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession.

Economic and financial capacity
(1) All candidates will be required to provide a reference from their bank.
(2) All candidates will be required to provide evidence of relevant professional risk indemnity insurance.
(3) All candidates will be required to provide a statement, covering the 3 previous financial years including the overall turnover of the candidate and the turnover in respect of the activities which are of a similar type to the subject matter of this notice.
(4) All candidates will be required to provide statements of accounts or extracts from those accounts relating to their business.

Technical capacity
(1) A statement of the candidate's average annual number of staff and managerial staff over the previous 3 years
(2) Details of the educational and professional qualifications of their managerial staff; and those of the person(s) who would be responsible for providing the services or carrying out the work or works under the contract;
(3) All candidates will be required to provide certification from an independent body attesting conformity to environmental management standards in accordance with the Community Eco-Management and Audit Scheme (EMAS); or the European standard BS EN ISO 14001.
(4) All candidates will be required to provide certification drawn up by an independent body attesting the compliance of the economic operator with quality assurance standards based on the relevant European standards.
(5) Certificates drawn up by official quality control institutes or agencies of recognised competence attesting the conformity of products clearly identified by references to specifications or standards.
(6) A statement of the principal goods sold or services provided by the supplier or the services provider in the past 3 years, detailing the dates on which the goods were sold or the services provided; the consideration received; the identity of the person to whom the goods were sold or the services were provided
