Explanation:
The Authority intends to award the contract to Early Years — The Organisation for Young People in pursuant to Article 28(1) of Directive 2009/81/EC of the European Parliament and of the Council (Regulation 32(2)(b)(ii)) of the Public Contract Regulations 2015, for reasons that are technical. Early Years — The Organisation for Young People are the only supplier who have the requisite resources trained to deliver the specialist support mandated by the Department of Education in Northern Ireland.
