It is envisaged that a number of engineering contractors will be appointed on a framework basis from which contractors will be selected on an early contractor involvement basis (ECI Contractors) to adopt outline system design for aspects of infrastructure improvements (e.g. Traction power supply, civils works, permanent way) & to develop detailed designs sufficient for construction, then undertake implementation works. Activities may include development of designs, specifications & associated prices, assisting in preparation of necessary statutory & Environmental Impact Assessment documentation, planning, programming & undertaking implementation on site. It could also include maintenance of the implemented system. Applicants who wish to express interest in this contract should wait for a further PIN or Contract Notice (CN) & do not need to respond to the CN inviting expressions of interest in undertaking the role of an Operator and Development Partner.

II.2.4) Description of the procurement
Design, construct, implement & maintain a traction power supply system for the South Wales Metro transit system from outline designs, assisting with preparation of any necessary statutory & EIA documentation. The traction power system could include conventional Overhead Line Electrification (OLE), discontinuous catenary, ground based supply & single point rapid charging or other emerging technologies. Both AC and DC systems may be required.
Responsibilities extend from main grid supply to sub-stations & local supplies including stations, depots, control centres etc. Possible overlap on other Lots but anticipated this Lot will include responsibility for piling, sub & superstructure required for OLE or other power supply systems.

II.2.4) Description of the procurement
Design, construct and maintain civils works projects from outline designs, preparing statutory and EIA documentation. Scope likely to include new infrastructure & refurbishment of existing assets, interventions on tunnels, bridges, culverts, retaining structures, embankments, cuttings, rail stations, depots and access routes and ‘Metro’ related highway works. Majority of works lie within existing Network Rail ownership and/or access rights, but some may take place in third party land or on-street. Potential overlap on other Lots but anticipated this Lot to include responsibility for ground investigation and asset condition appraisal as well as preparation of rights of way for track widening or new spurs in advance of the track works & electrification.

Design, construct and maintain modifications and developments to the rail permanent way, including preparation of necessary statutory and EIA documentation. While the majority of the works will lie within the existing Network Rail ownership it is expected that track dualling, signalling systems infrastructure, depots, new spurs and on-street alignments may be required.

VI.3) Additional information
System design of rail improvements supporting the South Wales Metro programme will be led by an Operator & Development Partner (ODP). Details of the role of the ODP is in CN reference 2016/S 137-247785.
It is envisaged that the ODP, WG, TfW and ECI Contractors will work together in a collaborative alliance arrangement to ensure aligned objectives. This could include performance based incentives associated with each organisation’s performance & that of the overall alliance, to support efficient, effective & timely delivery whilst minimising the effect on existing rail services and taking a whole life value approach.
This is a PIN only, not a call for competition. TfW anticipates future market engagement prior to issue of any associated CN.
