The NHS Wales Informatics Service (NWIS) is keen to support innovative companies to create solutions and support the development of emergent technologies by progressing with a cutting edge procurement project to establish a Dynamic Purchasing System (DPS) for Digital Patient Services Partners.
This will be the first ever DPS created in Health in the UK and within any known ICT market. DPS are a relatively new and untested procurement process that is believed will have significant benefit not only for the NHS but also as a catalyst to create innovative and agile markets.

LOT 1 - Digital Patient Services System and Applications
This Lot will be utilised for the procurement of any software products, systems or applications that are readily available for implementation. At a high level, the typical requirements being purchased under this lot are:
i. Market ready products that are ready for implementation
ii. Supplier would be responsible for the support and maintenance of the product
An example of the authority utilising this lot, could be for the purchasing of a mobile application to provide health promotion advice to patients on diet or exercise. Intellectual Property (IP) would be retained by the supplier.

This Lot will be utilised for the procurement of Application Development and Integrations where NHS Wales wishes for the development of a specific product or service which would integrate with any of the NHS Wales National Products or Services. At a high level, the typical requirements being purchased under this lot are:
i. existing products which could integrate with NHS Wales products
ii. development of a product to integrate with NHS Wales products
iii. Suppliers to be responsible for the support and maintenance of a developed product
An example of the authority utilising this lot, could be for the purchasing of an application/service, that integrates with an in house developed application to provide patients with information specifically related to the information obtained from test results. Alternatively, it could be utilised for the authority to purchase a solution to provide clinical decision support integrated with its own in house developed applications. Intellectual Property (IP) would be shared between NHS Wales and the supplier
A typical requirement for this lot would be mobile app, integrating with the Welsh Records Reporting Service (WRRS) to obtain access to test results for Diabetic patients.

i. Provision of a team to undertake development
ii. Application Support would be the responsibility of NWIS
iii. Supplier to take a lead in the design of solutions
An example of the authority utilising this lot, could be for the purchasing of specific user experience design advice resource, to address a specific shortfall in authority resources. Alternatively, it could be for the authority purchasing development skills and knowledge to carry out the development of a module for an in house developed application. Intellectual Property (IP) resulting from all work would be retained by NHS Wales.
