Abstract

The purpose of this project is to deliver a programme which develops the leadership and the decision making of Leadership within Scottish Enterprise. This development will be based on the principles of Intent Based Leadership (Turn the Ship, David Marquet) which offers an innovative, leading edge approach. It will focus on:

— managing and delivering outcomes,

— bolder, more autonomous and empowered approach with higher levels of ownership,

— Flexibility and agility based on high value opportunities, partner collaboration and customer needs,

— working collaboratively across the business and with wider partners,

— delivering more with less — prioritisation,

— acting corporately with appropriate governance.

The programme will initially be focused on SE’s Leadership (approx. 30), with possible later cascade to wider SE management (approx. 300) and employees. There could also be engagement with other partner agencies (and as such should not be SE specific).

It should be designed to challenge and develop behaviours. It should use a range of interventions and mechanisms to support this development, including face-to-face content, online content, individual and collective feedback etc.

Budget: 80 000 — 170 000 GBP for initial 12 month delivery to Leadership.

Knowledge transfer to SE during this process should also be considered.

This is a Voluntary ex ante transparency (VEAT) Notice. This notice is to indicate that Scottish Enterprise intends to contract direct with Remarkable in the provision of Intent Based Leadership Development. Remarkable operates under a licence from Turn the Ship Around to access the principles and mechanisms of Intent Based Leadership and is the only licenced provider of IBL in the UK.

It is anticipated that the initial phase will be delivered to the leadership team and will last 12 months with a value of between 80 000 GBP and 170 000 GBP. There may also be the additional option to further roll the initiative across the organisation.
