II.2.4) Description of the procurement
Enterprise Master Patient Index (“eMPI”) is a system to aid the identification of patients and minimise the number of duplicate health records held for each patient. It achieves this by collecting key data from NHS Wales’ clinical systems, including name, address, date of birth and sex, from across NHS Wales Health Boards. This then creates one “gold standard” patient identity record that is intended to best represent the individual. The eMPI is used by all the national systems and services delivered by NWIS, therefore is the key solution to ensuring that the patient information required by the other national solutions is accurate.

VII.2) Information about modifications
VII.2.1) Description of the modifications
Extension of contract term for three years to 31st May 2023. This follows a previous 3 year extension to 31st May 2020.
VII.2.2) Reasons for modification
Need for additional works, services or supplies by the original contractor/concessionaire
Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
The eMPI is key to all the national healthcare systems used by NHS Wales and continuity of the service is essential to maintain essential patient services. A strategic review by NWIS was inconclusive as to the replacement solution whereas a Welsh Government review recommended continuation of eMPI. NWIS needs to carry out a further review (est. 6 months) and then undertake a re-procurement (est. 18 months). NWIS' resources have been severely impacted by the Covid-19 crisis and so this may take longer than 24 months. In the meantime, it is essential to patients' welfare and the functioning of the NHS in Wales that the service be continued. It would not be possible for a replacement contractor to replace the system, and for data migration to occur, and for all the necessary integration work with other systems to take place, in that time scale. In the alternative NWIS also relies on Art.72(1)(c), the unforeseen circumstances being the delay to the reviews and the Covid-19 crisis.
