II.2.4) Description of the procurement
Neath Port Talbot Council intends to invite tender submissions for the provision of an Extra Care Scheme for Adults with Learning Disability and/or Mental Health Diagnosis, which should be published around October 2020. This will be a new service and the first of its type in the area.
It is currently felt that the contract will be for a period of 5 years with the option to extend by a period, of up to a further three years and will be tendered on the basis of M.E.A.T (Most Economically Advantageous Tender). It is anticipated that the contract start date will be 1st April 2021, however bidders should note that there will need to be some flexibility with the contract start date with current restrictions in force and any unforeseen delays to development completion.
As the service is a new development there will be no TUPE requirements. Bidders will need to plan for recruiting and training appropriately experienced staff.
Five individuals have been identified to take up tenancies within the property which consists of 5 self-contained flats, staffing areas and communal areas. The Provider must be appropriately registered with CIW to deliver the service. The service will consist of a mix of 24 hour support within the building and additional floating support for targeted 1.1 care. The type of service to be delivered to residents will be a mix of personal care as well as support for people to develop and maintain their daily living skills and independence.
A market engagement event has been arranged for the 27th August 2020 at 9.00am, where potential bidders who are interested in delivering the above service are invited to meet and discuss with Council Officers the service to be tendered. The format of the event will consist of presentations from the following:
- The Council – services to be delivered, plans for the scheme and the tender
- Tai Tarian – the Regional Social Landlord (RSL) for the intended property to be supported and management agreement to be complied with.
Following this event, attendees will also be invited to a 1.1 meeting with commissioners to discuss various aspects of the proposed model. These events have been arranged as an opportunity for the Council to seek the views on the relative strengths and weaknesses of the model planned and to explore ways to improve service delivery in order to inform the service specification. There will also be an opportunity for potential bidders to ask the Council any questions it may have around the proposed tender.
