II.1.4) Short description
The National Centre for Electronic Assistive Technology (NCEAT) wishes to support the development and distribution of male and female Welsh children’s voices for use with voice output equipment, using Windows, iOS and Android. The primary objective is to develop and licence voices to enable young AAC users in Wales to have the choice of high-quality Welsh voices, regardless of which device they use for communication. An additional objective is for these voices to be for the general use for the Welsh public sector.

This equipment is provided by the National Centre for Electronic Assistive Technology (NCEAT).
II.2.4) Description of the procurement
Currently within Wales there is no provision for children using high tech Alternative and Augmentative Communication (AAC) to be able to speak the Welsh Language with a child’s voice. The current provision is an adult male voice (Geraint), and adult female voice (Gwyneth) provided by Ivona. or to speak English with a Welsh accent.
The primary objective is to develop and licence voices to enable young AAC users in Wales to have the choice of high-quality Welsh voices, regardless of which device they use for communication. An additional objective is for these voices to be for the general use for the Welsh public sector.
Teenagers and older children also require high quality Welsh voices. We therefore wish to support measures to make Welsh accent voices, suitable for teenagers and older children, available on the same platforms.
