Award of a contract without prior publication of a call for competition

Justification for selected award procedure:

The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons

Explanation

Recent market research studies have shown if the University of Edinburgh were to replace the Cadcorp software, would in fact require a complete re-engineering of the Digimap service. The Cadcorp software is an integral part of Digimap and no alternative software is immediately directly compatible without an entire re-development of every aspect of the service. In addition to this, the investment (in terms of time and staff effort) required to replace the software at this stage would force the service to close on financial grounds. Changing the software now would also offer no material improvement to the service either for the customer or for internal operational efficiency.
