II.2.4) Description of the procurement

The Authority completed an extensive programme of internal refurbishment works between 2008 and 2013 that successfully brought the housing stock up to a condition that met the Welsh Housing Quality Standard (‘the WHQS’). Kitchens fitted as part of that programme have started to reach the end of their 15 year lifecycle as defined by the WHQS. Those installed in 2008/09 are due to be replaced from 2024/25 with the remainder to follow over the next five to seven years. The scope of work required to meet the standards set out in the new WHQS (‘the WHQS 2023’) will focus primarily on kitchen replacements but will include some bathrooms on an as required basis, general electrical upgrades, humidity fans in kitchens and bathrooms, the installation of Positive Input Ventilation (‘PIV’) systems where none are currently fitted, and some heating upgrades. Works will be allocated to two geographical areas. The Authority will appoint one Contractor for each Area. No Contractor will be awarded more than one Area.

Questions and Answers
Question 1:

In the spec there are notes reading as follows:

ii) Where plaster is defective, hack off, apply bonding coat as required and re-plaster any type of plastering allowing up to 10m2 in the tendered Basket Rate.

iii) Apply skim coat and decoration to all plastered walls and ceilings, all to be included in the Basket Rate.

Am I to allow for 10m2 as mentioned in item ii or make an allowance for skimming the entire room?

Answer 1:

Yes, the spec is at the top end so your basket rate is to include for up to 10m2 of plaster (hack off addled and re-plaster), and to skim and decorate the whole of every kitchen.

The intention is you get paid to cover plastering, skimming and decoration in every kitchen. The likelihood is you won’t need to hack off and re-plaster all of them, but you will need to skim and decorate each one. You should price for that scenario.

Question 2:

Similar within the bathroom:

Prepare walls and ceiling surfaces, including all woodwork and metalwork. Hack off and reinstate defective plaster up to 4m2. Apply skim coat to all plastered walls and ceilings prior and allow to dry. Decorate. All to be included in the tendered Basket Rate.

Mentions 4m2 but also says to skin all walls and ceilings?

Answer 2:

Yes, as for kitchens you are to allow to hack off addled plaster and re-plaster in new up to 4m2 in every bathroom. And to skim and decorate the whole of every bathroom.
