II.1.4) Short description
This Prior Information Notice (PIN) is being issued in order to formally commence market engagement activities for UKRI-3977 Innovate UK Monitoring Services. UKRI intends to establish a Dynamic Purchasing System (DPS) as a means of identifying Monitoring Service Providers (MSPs) and awarding contracts for monitoring services. Innovate UK, part of UK Research and Innovation, is the UK’s innovation agency. Our mission is to help companies to grow through their development and commercialisation of new products, processes and services, supported by an outstanding innovation ecosystem that is agile, inclusive and easy to navigate. Innovate UK provides grant funding to organisations involved in developing technology and science innovations. It is vital for Innovate UK that the performance and progress of publicly funded projects are monitored to ensure that the funding is used effectively. An MSP is Independent to Innovate UK and will be assigned to a successful project as the primary point of contact for the project participants. The key objective of the MSP is to observe, provide expert guidance and effectively report on project performance, to meet the monitoring objectives set by Innovate UK. MSPs will undertake periodic reviews of the project’s progress, to gain assurance in the following three areas: •Assurance as to the technical progress and delivery. •Assurance in relation to project management and reporting •Assurance in relation to financial management and control The intention is to organise the DPS into categories according to the technological area of the projects under monitoring for example: •Aerospace •Quantum •Healthy Living and Agriculture. The DPS will enable Innovate UK to tender contracts for Monitoring services as the need arises within each of the categories . It is currently envisaged that the DPS will run for a maximum of 3 years and 8 months. The annual expenditure on Monitoring Officer services is expected to be in the region of £10 million.

II.2.4) Description of the procurement
This PIN is to advise the market of the upcoming procurement and to provide details on the planned market engagement. The market engagement will consist of two webinars scheduled for July 24nd, 2024 at 10:00 AM and July 24th, 2024 at 01:00 PM . Suppliers do not need to attend both webinars as the information presented will be the same information on both dates. The presentations and Q&A will also be circulated following the market engagement. These sessions will provide an opportunity to find out more about the Monitoring Services DPS and the procurement process as well as for interested parties to provide valuable feedback on the DPS structure as well as our plans and expectations.
