II.2.4) Description of the procurement

This notice is an intention to award a contract under the most suitable provider process.

The Contract is to lead seamless provision of Integrated Health and Well-being support for adults (IHWBS4A) in Central Halifax, Calderdale across organisations to improve outcomes for people. Objectives:

• Support individuals and groups to adopt healthy behaviours.

• Connecting people to assets in their local community that can help them be well.

• Stimulate, activate, and supports health and wellbeing opportunities in the local community. The lead provider (hubs) of Integrated Health and Well-being support for adults, provide low level support to individuals and groups to adopt healthy behaviours. The role of the lead provider (hubs) connects people into community assets to improve and support their health and well-being, as well as connection into more specialist support as appropriate.

The lead provider (hubs) will initiate, build capacity of, connect and support sustainable community assets, which support the agreed health and well-being outcomes, in the community of which the organisation is a trusted anchor.

The approximate lifetime value of the contract is £700,000.

Contract period: 1st October 2024 to 31st March 2027 with the option to extend on an annual basis, up until 31st March 2029 (3+1+1).

This is a new provision and service, which replaces the previous Staying Well provision that Halifax Opportunities Trust was the provider of.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by 25th July 2024. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

The award decision-makers for this contract are the Borough Council of Calderdale Public Health Leadership Team.

Declared and potential conflicts of interest were assessed and none were identified. The key criteria were weighted as stated below for this contract, because it was deemed that criteria 3, 4 and 5 were of most importance given the nature of the service is to integrate, collaborate and support other providers, in-particular in the third sector, aimed at those that can benefit the most. Quality & Innovation was deemed of high importance, as provision must be safe and effectively meet health and wellbeing needs of the local population and personalised, shaped around what matters most to people, which empowers people to make informed decisions.

Criterion 3: Integration, collaboration and service sustainability – 25%

Criterion 4: Improving access, reducing health inequalities, and facilitating choice – 25%

Criterion 5: Social value - 25%

The provider chosen and assessed to be the Most Suitable Provider demonstrates excellence against the third function to stimulate, activate, and support health and wellbeing opportunities in the local community. The Most Suitable Provider has 22 years’ experience of this type of provision in the community. The provider demonstrates excellent engagement to shape provision and stimulate community development in terms of what matters to local people to address health inequalities (Criterion 1 & 4) and improve health and wellbeing. The provider integrates and collaborates (Criterion 3) and can demonstrate the work they do to support and develop an extensive number of organisations in the communities it serves, which provides a variety of ways for people to access, be part of and obtain health and wellbeing support, facilitating choice (Criterion 4) based around what matters to people. The provider demonstrates social value (Criteria 5), as they employ locally, invest in and support a huge array of local organisations not only in Calderdale, but to the immediate communities they serve.
