Abstract

The Local Authorities are holding an engagement event on Wednesday 7th of August 2024, 9.30am to 11.00am via a Virtual link. The engagement session will cover information on the Independent Professional Advocacy Service tender opportunity. Cardiff Council’s Commissioning and Procurement Team will provide information about the tender process and Business Wales will outline support they can offer to providers interested in bidding for the IPA service. The Social Services and Wellbeing (Wales) Act 2014 Code of Practice for Advocacy sets out the requirements for local authorities to: Ensure that access to advocacy services and support is available to enable individuals to engage and participate when local authorities are exercising statutory duties in relation to them and To arrange an independent professional advocate to facilitate the involvement of individuals. The two local authorities are committed to a joint approach to advocacy that: Promotes a strong, positive image of Independent Professional Advocacy throughout the Region to encourage people’s access. Provides easy access to Independent Professional Advocacy and other forms of advocacy and support. Provides high quality advocacy and IPA to anyone who needs it without delay. It is intended that: Cardiff Council will issue two contracts for Independent Professional Advocacy services in Cardiff, one for older adults aged 55 and over including community and residential care home advocacy, adults with a Physical & Sensory Impairment and those with Mental Ill-health and/or Substance Misuse and one for adults aged 18 and over living with learning disabilities. The Vale Council will issue three contracts for Independent Professional Advocacy in the Vale, one for older adults aged 55 and over including residential care home advocacy, one for adults aged 18 and over living with learning disabilities and one for adults with a Physical & Sensory Impairment and those with Mental Ill-health and/or Substance Misuse.
