Essex Police, Fire and Crime Commissioner Fire and Rescue Authority intends to award a Framework Agreement for the provision of firefighting foam concentrate. The Framework consists of 9 lots that are broken down by risk. The Framework will be available to UK Fire and Rescue Services (https://www.nationalfirechiefs.org.uk/Fire-and-Rescue-Services), Central Government Departments and their Agencies, Non-Departmental Public Bodies, Local Authorities (and their ALMOs) in England, Scotland, Wales, Northern Ireland, the States of Jersey and Guernsey; the Fire Service College; the Department for Communities and Local Government and the Ministry of Defence (including any successors.) The Fire and Rescue Services listed above may merge during the life of the Framework Agreement with another Fire and Rescue Service or Public Body. In this instance, the newly formed Public Body shall still have access to the Framework Agreement.

The Contracting Authority considers that this contract may be suitable for economic operators that are Small or Medium Enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement. However, any selection of tenderers will be based solely on the criteria set out for the procurement.It is anticipated that this Framework will commence in October 2019 for a 2 year period with the option to extend by 1 + 1 years. It will be available to the contracting bodies identified in II.1.4. The value is an anticipated value but the Authority cannot guarantee any business through this Framework. Award of contracts will be by mini competition under each lot only. Any contracts awarded under this Framework Agreement will form a separate contract between the provider and the Contracting Authority. The Framework is subject to a rebate payable by each provider following supply to a Contracting Authority.
