DFID will fund a programme to improve early childhood development in Rwanda. The programme is expected to commence from November 2019 upon procurement of the programme implementation supplier. The programme – Improving Early Childhood Development in Rwanda (IECD-R) — responds to the challenge of limited access to integrated Early Childhood Development (ECD) services in Rwanda and focuses on the conception to 3-years old (0 – 3) age group. It builds the knowledge and skills of parents and caregivers, enabling better stimulation, learning, protection, nutrition and health and as a result better physical, social, cognitive and emotional development for approximately 730 000 children.

II.2.4) Description of the procurement
DFIDs intention is to tender an Open OJEU process for implementation of a contract with outputs as below:
1) In all villages across the targeted 16 districts, educate all pregnant women/couples and parents of children up to 3 years old on ECD (nutrition, health, child protection, early learning and stimulation) with follow-up parenting education as the children transition into the 4-6-year age group;
2) In all villages across the targeted 16 districts, deliver additional home visits to all identified ‘most vulnerable’ households of all pregnant women/couples and parents of children up to 3 years old (households in ubudehe 1 and 2, malnourished children or children with disabilities 0-3-years -old) with follow-up support as the children transition into the 4-6-year age group to reinforce positive parenting practices in nutrition, health, stimulation and protection and linking them to relevant services for additional support for malnutrition and other health issues;
3) In all villages across the targeted 16 districts, conduct at least monthly community awareness of child development and positive parenting raised through existing village meeting structures and community volunteers focused on CHWs, IZUs and ECD focal persons under NECPD leadership;
4) All community health workers in all villages in the targeted 16 districts have their capacity enhanced including but not limited to training and provision of relevant ECD materials to support, coordinate and monitor ECD services at community level;
5) Inclusiveness is mainstreamed in programme delivery;
6) Evidence on parenting education model generated through the programme M&E framework to feed into the independent programme evaluation.
