II.2.4) Description of the procurement
The project is part of the Council’s Estate Transformation programme of works which is seeking to upgrade, refurbish, reconfigure, and provide new council facilities across their estate to allow services and users to consolidate into the space from other buildings in the County.
This project seeks to alter and refurbish New County Hall in Truro, which is a prominent building as it is a central hub for Council operations and is therefore of political importance/interest.
The Council are seeking to procure one (1) Service Provider Manager under a JCT Construction Management Appointment contract that:
• Would require the appointed Service Provider to act as the Council's agent and be responsible for delivering a construction management service for the works at New County Hall (which have an estimated works value of £10 million).
• Will act as the Principal Contractor under the Building Regulations and CDM Regulations, to complete the remaining works. The works are currently at the end of RIBA Stage 4 though some specialist contractor design will be required. The construction manager will undertake the procurement of any trade contractors required and be responsible for the overall management of the site, including H&S and cost control.
For the purpose of this procurement process the following documents, together the Procurement Documents, are fully available on the Council’s ProContract System:

• Volume 3: Site Information,
• Volume 4: Council’s Contract, and
• Volume 5: Response Forms.
The Bidder should download, read and carefully consider the Procurement Documents prior to completing and submitting a Tender. The Bidder's Tender must be submitted by the Tender Return Date using the Council’s ProContract System which must include:
• A fully completed Selection Questionnaire Response to the Council’s Selection Criteria using the two (2) Selection Questionnaires (the ‘SQ’s’) that are embedded within the Council’s ProContract System, and
• A written response duly completed in all material respects to the Council’s Tender Award Criteria using the Response Forms in Volume 5 of the Procurement Documents that are provided as attachments within the Council’s ProContract System.
