Abstract

Tenders are invited for the supply of Healthwatch Service.

This service is statutory as Local authorities with adult social care responsibilities are required, under “the Act” (Health and Social Care Act 2012), to commission a local Healthwatch service covering the local authority area. The Act also makes provision for contractual arrangements between local authorities and their local Healthwatch organisation, however, it allows flexibility for councils to choose the commissioning route that offers the best value for money in their communities.

The Lincolnshire Healthwatch Service aims to obtain the views of people in Lincolnshire about their needs and experience of local health and social care services, and to give citizens and communities a stronger voice to influence and challenge how health and social care services are provided, playing a key role in ensuring provision is continuously improving and the views of Lincolnshire residents are championed.

The Provider is expected to be responsible for providing this service, liaising closely with the Council. The service will be available to the whole population of Lincolnshire.

II.2.4) Description of the procurement

Lincolnshire County Councils (LCC) wishes to re-commission and procure a contract to deliver a Healthwatch Service across the county.

The duration of any contract resulting from this procurement will commence 1st October 2024 for an initial period of 5.5 years to 31st March 2029. There will also be options for the Council to extend up to a maximum of 24 months to 31st March 2031.

The aim of the Service is to give people in Lincolnshire a greater say in how the health and care system works. This service can help commissioners and services providers to be more responsive to what matters to people who use care and health services, carers and the wider public.

This procurement is being undertaken in accordance with paragraphs 74 to 76 of the Public contract Regulations 2015 by way of the "Light Touch Regime" and is based upon, but not bound by, an Open Tender process.
