II.2.4) Description of the procurement
This Invitation to Tender is issued by Gloucestershire County Council (GCC) on behalf of Ubico Ltd and are seeking a supplier for the Provision of External Audit Services.
On return of all tenders following tender return deadline, all submissions will initially be evaluated on a pass/fail basis and only tenderers who have passed this stage will their quality and price submission evaluated. Evaluation will be based on the below criteria
(1) Selection Questionnaire (SQ) - Pass/Fail
(2) Invitation to Tender (ITT) - Weighted Quality Questions and Price
After evaluation of the ITT submissions, the one tenderer who achieves the highest score in both quality and price will be awarded the contract.

On tender deadline, dedicated verifiers from the legal team who are independent of the evaluation, will review and release all submissions and send a notification to the dedicated procurement officer before evaluation can commence.
