Invest NI wishes to compile a list of suitable Contractor(s) to provide export in-market services (primarily business development support but including market intelligence/research) to those food companies through Invest NI's Trade Division. At present Pay as You Go Trade Advisory Services (TAS) resources are focused on emerging markets in Europe with only a limited/non food specialist resource available through the Dusseldorf office.
This contract will be divided into four separate Lots and tenderers may bid for either Lot one, Lot two, Lot three or all four Lots. Each Lot will be evaluated independently of one another, with the result that there will be four separate contracts awarded to the Most Economically Advantageous Tender.

[SC1] Tenderers must nominate key personnel (In Market Advisor) in respect of each geographic region they are tendering for. (i.e. one lead In Market Adviser per region.)
Tenderers must confirm that the key personnel delivering a project under this contract can communicate at a business level in writing and orally in English and the language of the Region or Regions they are tendering for.
The nominated key personnel must be those person(s) who will be directly responsible for the delivering the services under the terms of this contract.
[SC2] Tenderers must provide a minimum of two case study examples, for the nominated key personnel which demonstrates their experience of the following:
Working with SME's providing structured support in terms of export market research;
— Export market entry advice;
— Company appointment setting;
— Management and delivery of outward/inward group visits and practical advice; and
— Guidance to companies exporting outside ROI and GB.
[SC3] Tenderers must provide a minimum of one case study example, for the nominated key personnel which demonstrates their experience of the following:
— Working with UK or Irish Economic or Trade Development Agencies on export related projects within the Region being tendered for.
[SC4] Tenderers must provide a minimum of one case study example, for the nominated key personnel which demonstrates their experience of the following:
— An export project with specific challenges that had to be overcome to deliver the project on time and within budget. The example must detail the specific export challenge and the solution developed to affect the delivery of the project.
Notes for tenderers: Each case study example provided must demonstrate experience within the last 3 years. Tenderers should note that ‘within the last 3 years' refers to within 3 years from the closing date of this tender competition.
Each case study example must include the following:-
— Project title;
— Project objectives and detail of the export project undertaken;
— The nominated key personnel role and responsibility within the project;
—Outputs/Outcomes (This is defined as the number of new orders obtained and sales value) of the project;
— Relevance of the example to Invest NI's service requirement;
— Start and finish dates of the project;
— Numbers of days allocated to the project; and
— Project budget.
Where project examples relate to a group activity the example should include the number of companies involved and if the project was a single or multi sector project.
Each example case study must be completed on the attached “Appendix 1 Qualification Envelope Return Document Professional Ability” and must not exceed 2 A4 pages. Responses must be completed in Arial font size 12. (Any additional information outside of the A4 page limit per example or the “Appendix 1 Qualification Envelope Return Document Professional Ability” template will not be evaluated).
