Invest NI wishes to appoint a suitable supplier to deliver all filming and post production editing requirements, relating to:

— recruitment to, and delivery of, its portfolio of programmes and advisory services;

— its range of corporate and statutory communication obligations;

— internal communication and employee engagement outputs;

— inward investment and local investment announcements; and;

— additional outputs aligned to Invest NI's strategic change management programme, Transform.

The contract will be for an initial period of 1 year and contain the option to extend for a further two periods of 1 year each, subject to satisfactory review.

CPD imposed a standstill period at the point information on the award of the contract was communicated to tenderers. That notification provided full information on the award decision. The standstill period, which was 5 calendar days, provided time for unsuccessful tenderers to challenge the award decision before the contract was entered into The Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
