Abstract

Brymbo Heritage Trust is concerned with spaces and buildings, their meaning, and the sense of community pride and identity that stems from their use in people’s everyday lives. Its mission is to sustainably return the former iron and steelworks complex at Brymbo near Wrexham to positive uses as a visitor attraction, learning hub, small business centre and focus for community events. The complex of 18th, 19th and 20th buildings, their associated landscape and a 300 million year old fossilised forest are known as Brymbo Heritage Area, the freehold ownership of which will transfer to the Trust from its current private owner at no cost on condition that appropriate capital funding is secured. The Trust requires the support of an Interpretation Consultant and Activity Plan Advisor to support a HLF Heritage Grant Round 2 application by 26 September 2019. The brief reflects two distinct but interlinked functions, with a weighting to indicate the anticipated proportion of time spent by the Consultant/Advisor: A) The production of an Interpretation Strategy that can underpin the future development of our HLF funded ‘Brymbo Heritage Area’ and BLF funded ‘Roots to Shoots’ projects (approximately 80%); and B) The provision of support to the Trust to allow it to produce its Activity Plan to form part of its HLF Round 2 application (approximately 20%). The Trust requires the Interpretation Strategy to be complete by October 2018, at which point the Trust intends to progress the outline design of an Interpretation Scheme to deliver the Strategy. This will be procured separately and will cover both HLF Round 1 development tasks and HLF Round 2 delivery tasks with a break clause. Support in respect of the production of the Activity Plan will be required throughout the HLF Round 1 period until September 2019. Whilst the Trust’s internal team has skills in developing and running comparable projects and has growing experience of running a ‘meanwhile’ programme of activities it lacks the confidence to develop the Activity Plan to the required standard on its own, requiring guidance, specialist inputs, coaching and the functions of a critical friend.

Description of the goods or services required

Brymbo Heritage Trust is concerned with spaces and buildings, their meaning, and the sense of community pride and identity that stems from their use in people’s everyday lives. Its mission is to sustainably return the former iron and steelworks complex at Brymbo near Wrexham to positive uses as a visitor attraction, learning hub, small business centre and focus for community events.

The complex of 18th, 19th and 20th buildings, their associated landscape and a 300 million year old fossilised forest are known as Brymbo Heritage Area, the freehold ownership of which will transfer to the Trust from its current private owner at no cost on condition that appropriate capital funding is secured.

The Trust requires the support of an Interpretation Consultant and Activity Plan Advisor to support a HLF Heritage Grant Round 2 application by 26 September 2019. Total quantity or scope of tender

The Trust has made provision for sums of £18,000 and £4,000 (exc VAT) for the Interpretation Strategy and Activity Plan Advice respectively. The contract is being offered as one lot to cover both elements.

3 Conditions for Participation

3.1

Minimum standards and qualification required

The Interpretation Consultant and Activity Plan Advisor should have expertise of working in industrial heritage settings, should be able to demonstrate success in performing a similar role in HLF-funded projects of similar scale and diversity, and should have experience of working in multi-funder, multi-phase projects that have a strong community dimension.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

The Trust places significant value on the involvement of residents, young people and excluded groups in the design and delivery of its work. The successful contractor will be expected to support such involvement in the delivery of their commission, and proposals for ways of doing so are welcomed.

Relates to the following project/programme financed by EU Community Funds: Yes, the project is linked with funding secured through the Welsh Government's Rural Community Development Fund in respect of the Brymbo Fossil Forest. This is providing £128,000 of capital funding to erect a covered excavation structure over the period 2018 to 2019.
