Zero Waste Scotland is seeking to procure a free-to-use technical and behaviour change advice and support service (‘the Service’) designed to provide advice and support on energy efficiency measures and opportunities for small to medium-sized enterprises across the whole of Scotland and covering all sectors.
The Service will help customers to identify the economic and environmental benefits to be achieved through energy efficiency, by building business cases that lead to the practical implementation of energy efficiency measures.
The Service will build upon the success of the previous Resource Efficient Scotland Advice and Support Service, retaining and improving where practicable current Service and customer satisfaction levels while continuing to grow the Service in terms of support provided (volume and range) and both the carbon and cost savings identified.
The Service will be a key element of the Energy Efficient Scotland programme and will comprise the following core elements:
(a) a central hub service
(b) light-touch activity
(c) in-depth activity.
The Service must be designed flexibly to allow reprioritisation of workload and activity as necessary to respond to changes in business and/or policy requirements, including target sectors and with the potential to increase capacity where and when interest in the Service is likely to peak — for example, following a major event or promotional activity — or where additional funding is made available to support further delivery.
Further information on the service requirements can be found in the procurement documents.

Please note that the contract title and estimated value have been amended since the publication of the PIN, to more accurately reflect the contract requirements and value. Clarifications may be sought through the Q&A facility for this procurement exercise on the PCS web portal. ZWS is not using the ESPD module on the Public Contracts Scotland (PCS) web portal for this procurement exercise. Tenderers must therefore download the ESPD (Scotland) provided for this procurement exercise as an additional document to prepare a response. Further information and instructions relating to the ESPD (Scotland) for this procurement exercise are provided in both this contract notice and the ‘Supporting Information for Selection Criteria’ document. This includes details of the questions used, their weightings and the scoring methodology that will be used to evaluate responses. Tenderers should read the information and instructions provided carefully before submitting a response, as failure to follow instructions may result in your ESPD (Scotland) response being ruled non-compliant. Tenderers should note that ZWS will carry out due diligence checking on statements made within ESPD (Scotland) responses. A request from ZWS to provide evidence in support of statements made by a tenderer in their ESPD (Scotland) response does not infer that the tender or the tenderer has been successful.
Quality submissions will be scored using the Scottish Government's recommended scoring convention: (Please see within the tender document).
Zero Waste Scotland is unable and unwilling to respond to any questions raised by tenderers after the deadline for tender submissions and while the procurement exercise remains live.
All Tenderers will be informed of decisions or delays by ZWS at the same time, electronically by email to the nominated contact only, as identified in your response or submission.
