Title
Melin Homes - Lone Working Devices contract 2022

Description of the goods or services required
Melin Homes are seeking to procure a lone worker solution to be used by Melin employees whilst they are working alone or in dangerous or vulnerable situations. Looking at a wide variety of solutions on offer including lone working devices, mobile applications, wearable technology etc to identify the most suitable for our colleagues.
The solution should provide 24/7 monitoring and a secure and dependable link to an alarm receiving centre. It should also have two-way audio and GPS locating capabilities with solutions in place for colleagues working in remote areas with no mobile network signal. The solution should allow for alerts to be raised in case of an emergency and for timed alerts to be set when colleagues are on scheduled visits with customers. A solution(s) is sought to suit a wide range of colleagues including those who lone work a majority of the time and those who only occasionally lone work.
A management portal is also required to manage the solutions allocated to colleagues, to maintain their emergency contact and escalation contact details and to obtain detailed reports required to monitor usage and compliance across Melin Homes. Reporting and analysis on the number of alerts, the causes of alerts and full audit trail of each alert raised is required. The system should have the capability to interface with other software and should allow for a breakdown in the organisation hierarchy with restrictions on user access and permission levels.
The Contractor will provide staff with initial training on how to use the lone working device. Training can be provided on site in groups and interactively. We would also require refresher training to be delivered annually.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
Value for money
It is Melin Homes responsibility to deliver and report on Welsh procurement, supply-chain opportunities, resource and waste, targeted recruitment, and training (TR&T) and community donations, to enable us to monitor our economic and environmental impact in Wales. Therefore, a contribution of 0.5% off the total value of this contract must be paid by the contractor into our sustainable community fund, please see the table below with examples of values. In addition to this all contracts over £100,000 must deliver targeted recruitment and training opportunities and contracts between £20,000 & £100,000 must consider for work placement, work experience or volunteering opportunities.
