II.2.4) Description of the procurement
Academies are required by law to provide a suitable education for all of their students. When a student is unable to access mainstream school for reasons including school exclusion, behavioural issues, or illness, Academies are responsible for providing education outside of the school setting on either a temporary or permanent basis
Due to the lack of solutions available to the Trust to meet their legal obligation, the Trust is looking to award a contract to create an independent school to provide an Alternative Education Solution to meet the needs of their students.
The key objectives for this contract is to provide high quality Alternative Provision with a focus on personal development, self-discipline and self-belief, communication and leadership. This provision will expertly achieve this by removing identified students' personal barriers and meeting their specific, and often complex, needs - and also by identifying hidden blocks that have prevented them from learning in the past and addressing all issues at the source.

Explanation:
Outwood Grange Academies Trust conducted an open tender, notice 2022/S 000-034527, in which no suitable tenders were received.
The award is made in line with the Public Contract Regulations 2015 Regulation 32(2)(a) where no tenders, no suitable tenders, no requests to participate or no suitable requests to participate have been submitted in response to an open procedure or a restricted procedure, provided that the initial conditions of the contract are not substantially altered and that a report is sent to the Commission where it so requests;
