Sport England's strategy Uniting the Movement was launched in 2021. At the heart of the strategy is a commitment to tackle inequalities and unlock the advantages of sport and physical activity for everyone.
In 2022, Sport England embarked on an organisational transformation journey to ensure that we can be the change we wish to see across the sector. The principles and values that underpin how Sport England wishes to operate are outlined in the How We’ll Work section of Uniting the Movement. We have further expanded on the changes we seek to make in the medium term in our Implementation Plan, within the section called “Being the Change”.
We recognise that we ultimately need a more user-centred & agile approach to how we operate if we are to meet the ambition and vision that is set out in Uniting the Movement. As a result of undertaking a maturity assessment, which was designed around the Digital Service Units Maturity Model, it was clear that there were areas of improvement that we should design our future operating model to address.
We are now in the process of developing a different way of organising our work, which is not by the teams we’re in, or the projects we run, but by the services we provide to our users.
The intention is to transform how our people and processes work together, changing the organisation's culture in the process. Through the initial work, a dynamic service operating model and roadmap have been developed.
Sport England is now seeking a partner to support the delivery of the next phase of this organisational transformation.

II.2.4) Description of the procurement
Sport England as the contracting authority is tendering for the supply of an Organisational Transformation partner (the Services). Sport England is seeking through this tendering process to award a contract to a suitably capable Contractor to provide these Services for an initial term of 12 months, with an option to extend by six months. The anticipated contract value for the initial term is up to £700,000.
