North Yorkshire County Council (NYCC) in partnership with the seven District/Borough housing authorities developed a Young People’s Pathway model (YPP), called ‘Young People’s Housing Solutions @ The Hub’ in 2011. YPP provides a multi-agency service across the County to young people aged 16-25 years who may be homeless or at risk of homelessness. It is an operational and strategic partnership between statutory and voluntary agencies.
The Authority will only accept tenders from suppliers that can deliver both Pathways, Pathway 1 - Prevention and Reconnection and Pathway 2 - Managed Accommodation with Support Service (24/7 and Move On).

Pathway 1 provides general advice, guidance and support in reconnecting young people with their families to enable the young person to stay at home, where safe to do so, or find other accommodation on an emergency basis for a time limited period (up to 14 nights). If emergency accommodation is sought for the young person further work will be undertaken, usually for up to 6 weeks, around reconnecting them to return to the family setting, where safe.
Pathway 2 provides accommodation with longer-term support for up to 2 years in cases where returning home is not appropriate or possible, which might include support to help them access education, employment or training, or help in developing the skills needed to become more independent and manage a tenancy.

On 1st April 2023 North Yorkshire Council, a single new unitary Council will replace North Yorkshire County Council and it’s seven Districts/Borough; this is following a Local Government Review. Any Contracts entered into prior to this date will novate to North Yorkshire Council automatically, these include contract for Authorities as listed below:

North Yorkshire County Council shall in accordance with the Public Contracts (Amendment) Regulations 2015, incorporate a minimum 10 day standstill period commencing at the point that information on the intention to award the contract is sent to tenderers.
The Council shall, as soon as possible after the decision has been made, inform the tenderers and candidates of its decision, and shall do so by notice in writing by the most rapid means of communication practicable.
Should additional information be required, please contact the person cited in paragraph I.1) of this form. If an appeal regarding the award of a contract has not been successfully resolved, Public Contracts Regulations2015 (SI 2015 No 6) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England and Wales).
Any such action must be started within 30 days beginning with the date when the aggrieved party first knew or ought to have known that grounds for starting the proceedings had arisen. Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. Following the 10 day standstill period, if no further debriefing has been requested, the Court may only award damages once the contract has been entered into.
