Powys County Council is preparing to tender for the construction of new build council housing at former Gungrog School, Welshpool, in Powys. The project will deliver x16 1 and 2 bedroom bungalows. The project will include for the demolition of the school and ancillary buildings on the site.
Designs have been progressed to RIBA Stage 3A and is expected to gain planning permission prior to the tender return date.
The scheme has been designed to meet Welsh Development Quality Requirements 2021 (WDQR 2021), Secured by Design Gold, and Lifetime Homes, and to meet EPC A rating.
The Council is currently proposing to tender the project as a design and build contract, using the JCT Design and Build Contract 2016 with a Schedule of Amendments.
The Council is inviting contractors experienced in delivery of council/social housing projects to contact the Council for a short individual meeting in advance of the formal procurement process. These meetings are intended to help the Council understand the following with regard to this project:
(a) the market's expectations in respect of design detail to be provided, including the architectural and mechanical & electrical design briefs;
(b) the market's expectations in respect of site information (e.g., ground investigation reports);
(c) the market's expectations in respect of risk allocation; and
(d) any other risks or issues that could affect successful delivery of the Gungrog project that might need to be taken into account when preparing the procurement.
Contractor's who wish to engage with the Council prior to publication of a tender are invited to contact the Council at the email address in section 1.1 above by no later than 5pm on Friday 5th April 2024.
The Council is proposing to hold individual meetings (up to an hour long) with interested contractors who respond within the above specified timescale. It is anticipated that those meetings will be held on week commencing 8th April 2024 via Microsoft Teams.
Non-participation in this market engagement process does not preclude any potential contractors from participating in the formal procurement process. |
